BORN ON 25TH DECEMBER, 1978 AT VILLAGE: NASRIGANJ, POST OFFICE: DIGHA, DISTRICT: PATNA, STATE: BIHAR. DID B.A (PATNA), LL.B, DTL & DLL (PUNE) AND P.G.D.H.R (DELHI) AND KNOW LANGUAGES NAMELY HINDI / BHOJPURI / MARATHI / ENGLISH/ MAGAHI.

‘‘JOURNEY OF MY LIFE": Born in a Farmer’s family in Patna & acquired knowledge of farming since childhood, Studied in village school “Rajkiye Madhya Vidyalya”- upto 1991, then high school from Baldeva School (Danapur) up to 1994, then did college (I. Sc) from B.S College (Danapur) up to 1996 and then did B.A (Geography) from A. N. College, Patna, 1999.
Acknowledged by a Pune Bharati Vidyapeeth Law College as ‘MERITORIOUS STUDENT & TOPPER’ during the LL.B course in Year, 2002-05. Then, appeared for Interview for Bihar Judicial Magistrate First Class Examination-2006.


Qualified Civil Service Preliminary examination TWICE with subject LAW, and then appeared for Civil Service (interview / personality Test) in Year 2008. Wherein, He was REFUSED to speak in ‘Hindi Language’ as medium for INTERVIEW by UPSC gave a burning reason to fight against injustice and seeking justice to all future IAS aspirants. As a result, He brought a REVOLUTIONARY CHANGE in the recruitment patterns of UPSC is a matter of public record:

  • The Bhattacharya (Ex Vice chancellor of JNU) Committee Report, 2011 was constituted on his PIL No: 45 / 2010 (Bombay High Court), Which then allowed UPSC candidates to speak in any Indian language including Hindi language to all in Civil Service Examination since Year, 2011 onwards;
  • Also successfully filed an intervention application in a Writ Petition before Hon’ble Delhi High Court, thereby further successfully agitated against introduction of ‘Test of compulsory English’ in Civil Service (Preliminary) Examination- CSAT-2012-2013;
  • Also forced the Govt. to first time admit that candidates can speak in ‘Hindi language’ in interview of NDA & CDS examination by an RTI Application, Which is yet suppressed from beneficiaries;

He Sought sanction to prosecute one of then Sitting P.M and the same was duly acknowledged to him with original signature of then sitting President of India shows Power of ‘We the people’.

Also questioned the appointment of a Chairman of UPSC as arbitrary and decision taken in hasty and without compliance of due procedure of law by Prime Minister & President of India.
He practice(s) the legal professions for over a DECADE in state(s) / places such as DELHI / MUMBAI / PATAN / GOA and other places and acquired ample professional, multifarious & dynamic experience after rendering legal services / legal advice to the needy peoples including business man and corporates. He is also associated with various bar associations / Advocates associations including Supreme Court Bar Association and is committed to bring judicial transparency & accountability. He has expand friend(s) association all across India and world and is committed to work on various missions to bring revolutionary change by reflection, choice and systemic reforms etc. In Year, 2016-17, as an academic hobby & being aspired student of law, He appeared twice in MAINS examination for ‘District & Sessions Judge conducted by Hon’ble Patna High Court’ and also raised issues of defective recruitment process by letter PIL is a matter of public record.


He did various communications time to time with PMO / ECI / MINISTRY / CM / HIGHER COURTS on various issues touching to the public such as recruitment reforms, suggestions on desirable constitutional amendment, socio-economic-political suggestions, rationalising govt. Policy, against corrupt practices in judiciary etc.
Through, A Public Interest Litigation (PIL No: 45 of 2014) he suggested a demo concept “People Participation in combating terrorism etc.” as a preventive measure and advocated for introduction of a concept of Vigilant Citizen Award.

Further, on 15th August, 2017: he become witness of an scheme floated by AHSD (a public trust) called as “ALERT CITIZEN AWAKENING CELL (ACAC)” and offered Rupees Five Lakhs through PMO (Prime Minster Officer) to the Chief Minister of J & K to distribute the award to Vigilant Citizen disseminating informations against such Stone peltors etc.
He appeared and argued a Public Interest Litigation (PIL No: 46 of 2014) seeking Food testing lab at each Panchayat / ward level to ensure quality of food & safe blood bank for ‘We the people’ at each ward level and the same was appreciated by the high court.


Last but not least, Mr Chitranjan Kumar (Advocate) also believe that MLA / MLC / MP / CM / PM / PRESIDENT / CABINET / MINISTERS / SPEAKER / VICE-PRESIDENT / GOVERNOR ….must have knowledge the constitution of India and therefore, Adv.
